This report contains the results of a survey of developments in regulation in Europe that are relevant to research and education networking organisations. The overview was produced as part of the EARNEST foresight study, which is activity NA5 of the GN2 project. This report is not a formal deliverable of the GN2 project. However, because of the importance of the information contained in this report, the report is submitted to the European Commission and published in the same way as GN2 deliverables.
